We Are St Helens Borough Council.

Do you want to work in an award winning team, delivering at pace? Are you looking for a career defining role where you can REALLY make a difference, and contribute to accelerating the delivery of the borough’s significant inclusive growth plans?

Situated at the heart of the North West and part of the Liverpool City Region, St Helens is a borough that is delivering on its ambitious plans for substantial regeneration and growth. With proposals for delivery of over 9,000 new homes by 2035, transformational town centre regeneration, a cutting-edge programme of active travel and public transport infrastructure and a growing focus on the role that high quality place-making can make in addressing the impacts of climate change, there has never been a more exciting time to join our ambitious, friendly and welcoming team.

As well as our once in a generation town centre regeneration plans, the team have been successful in securing £20m of Levelling Up Funding for Earlestown to deliver a range of exciting initiatives for this historic market town. We are now looking to recruit a Programme Lead to work on our exciting regeneration and growth programmes across the borough. You will lead the programme management of our Earlestown regeneration programme, ensuring it is successfully brought to life. Experienced, enthusiastic and committed applicants are encouraged to apply for the following post:

Programme Lead – Earlestown (1 post) – Fixed Term – 2 years

If you are motivated by the opportunity to help us deliver our ambitious programme, you will have the opportunity to work with multiple stakeholders, including our colleagues in the wider Liverpool City Region, central government, partner organisations, the community and business to further develop, monitor and ultimately deliver the programme of work. You will work closely with colleagues internally, communicating the collaborative action necessary to deliver our programmes.

You will be based within the Growth Delivering Prosperity (GDP) Team supporting the wider Council’s Regeneration, Growth and Infrastructure Programme. This innovative, multidisciplinary team comprises of:

- Programme Management Leads
- Project Officers
- Transport and Infrastructure Officers
- Planning / Development Control Officers
- Water and Flood Management
- Town Centre and Markets Management Officers.

The successful candidate will join the Council at a transformational point, making a major contribution to the borough’s growth and regeneration plans. The successful candidates will be experienced in delivering measurable outcomes aligned to our Borough Strategy and our Inclusive Growth Strategy. You will be resilient, motivated, determined and efficient. Able to demonstrate the skills and attributes to support the project management of our programmes, you will manage performance, and be able to demonstrate a commitment to partnership working and collaboration for a common goal. In return, we offer unrivalled opportunities for growth and development in a team that cares about you and your success.

Candidates must have excellent written and verbal communication skills with relevant transferable skills and experience. You will have outstanding programme management skills, be computer literate with a good working knowledge of Microsoft packages, self-motivated with a flexible approach to work, able to represent the service/council to a variety of internal and external audiences. Finally, you will be a brilliant team player – with a positive can-do attitude.
