Making A Difference as an Adult Social Care Assurance & Improvement Lead

We are looking for an enthusiastic and creative Adult Social Care Assurance and Improvement Lead with a proven track record of delivering successful highly developed Project Management, analytical and judgement skills, whilst working as part a team to deliver the priorities within Adult Social Care.

The person will provide strong leadership, programme leadership and coordination to make Adult Social Services as modern, effective and efficient as possible. The post holder will support the DASS and Senior Leaders in setting and co-ordinating the delivery of outcomes. They will work collaboratively with internal and external stakeholders.

The Adult Social Care Assurance and Improvement Lead will play a vital role in driving innovation, making connections, and recognising the dependencies between programmes of work. In addition, the key purpose of the role is to support the day-to-day management of programmes, in particular Integration, BCF and Inspection Readiness across the Department.

Overview of the Main Duties of the Role

1. Promote an integrated, consolidated and consistent partnership-wide approach to programme management, supported by the appropriate governance arrangements, processes and stakeholder engagement.
2. To establish and implement a performance management framework and ensure performance is managed, monitored, and controlled to ensure successful implementation of programme delivery.
3. Ensure the programmes and associated projects are delivered on time, within budgets and that strategic goals are achieved.
4. Undertake all elements of the Adult Social Care Programmes, (in particular, CQC Assurance and BCF further alignment) to ensure the department is fully aware of changes and support the delivery and implementation of key elements of assurance and integration.
5. Develop Adult Social Care evaluation framework which incorporates benefits realisation to assess the strengths and weaknesses in readiness for CQC Assurance.
6. Lead and implement all 4 Themes as outlined in the CQC Assurance, as well as working with the BCF National Team in terms further development of the BCF Programme.
7. Provide a risk management process for all projects that fall in the remit of CQC Assurance, BCF and wider integration.
8. Identify and evaluate the risks associated with the programme activities and take appropriate action to control/mitigate the risks.
9. Lead, implement and manage the initiation and implementation of key CQC Assurance and other projects in consultation with senior stakeholders, actively leading projects where appropriate to defined cost and quality standards.
10. Monitor, evaluate and report to EMB, PLT and Policy Cabinet as required on the programme activities according to the evaluation framework and recommend any changes to enhance the programmes and CQC Assurance.
11. Develop and maintain all relevant programme management reporting, providing direction and support to relevant Assistant Directors and the DASS.
12. To manage stakeholder engagement ensuring that the views of residents, service users, partners, local businesses, and the wider public help shape future models of service delivery.
13. Use knowledge of anticipated changes in legislation and policy to identify priority areas for strategy and policy development and keep abreast of new developments, initiatives and innovation.
14. To assist with leadership and direction to the change and reform of the Council’s Adult Services to achieve the desired transformation in both culture and approach to modernising services and in responding to ongoing challenges.
15. To assist with the identification and anticipate the effect on service provision within the scope of the service of new developments giving consideration to internal and external forces to ensure that services are delivered in the best interests of the Council and residents in enhancing experience and service user satisfaction within Adult Social Care, aligned to CQC expectations.
